BetVictor have made Blackpool gaffer Ian Holloway their 6/4 favourite to replace Steve Kean as manager of Blackburn Rovers.
This comes amid reports that Spurs have again turned down an approach from the Ewood Park club to speak to their technical co-ordinator Tim Sherwood about the position.
Spokesperson Charlie McCann said: "Sherwood, who captained the side to their Premier League title in 1994-95, would appear to be Rovers' first choice but our understanding is that the club won't spend too much longer waiting for permission to talk to him with Holloway waiting in the wings.
"We are also betting on which of the three managerless Lancashire clubs will make a permanent appointment first and bet 7/4 Burnley, Blackburn and Bolton Wanderers; we have no idea who will appoint first but do the punters?"
