Exeter City are set to take League One club Stevenage to a tribunal in a bid to get a fair price for midfielder James Dunne.
The clubs have been able to agree a fee for the 22-year-old, who agreed personal terms with Boro last month.
"Stevenage's value of James is very low and ours is high," City manager Paul Tisdale told the Express and Echo.
"There will be a tribunal, that's how it seems to be set at the moment. There's nothing I can do about it, but we will get money for him."
