Birmingham co-owner David Sullivan insists the club kept their promise to the Blues fans during the summer transfer window.
The Blues were unable to add to their squad on deadline day, but did avoid the departures of their star names.
Sullivan told the Birmingham Mail: "I think the supporters can look back [on this transfer window] and see we've done what we said we would at the end of last season.
"We said a few players would have to go because of the financial implications of relegation, but none who would materially affect the performance of the team.
"We said we would keep important players, like Sebastian Larsson and James McFadden, and add some more experience and quality. I still believe we have a team that can get us promotion.
"There were various deals we were working on but we all had to be sure, and time got us in the end. We know we maybe need a couple more players, but why panic? You find that when you buy or loan at the last minute when the window is about to shut, nine times out of 10 it doesn't come off."
