Blackburn are understood to have offered out-of-contract veteran midfielder Tugay a one-year pay-as-you-play deal at Ewood Park.
Tugay, who will turn 38 in August, has played over 200 games for Rovers since joining the Lancashire club from Rangers in 2001.
The former Turkey international is a much-loved figure at Blackburn and Mark Hughes is keen to keep him for at least another 12 months.
Rovers chairman John Williams confirmed a new deal for Tugay is on the table but added to the Lancashire Evening Telegraph: "We've made Tugay an offer but we haven't heard back from him as yet.
"Essentially, it's a playing role but there could also be an opportunity for him to move into coaching, with Mark and his staff keen to help him with that side of things."
Tugay made 20 Premier League appearances last season and scored in the home wins over Reading and Newcastle.
