The Gunners will be unable to recall the 17-year-old, who has made two substitute appearances for the Londoners in the Champions League and Barclays Premier League.
Maitland-Niles, who is also an England youth international, can play in central midfield but is more commonly used out wide.
He told Ipswich Player HD: “It’s been a long wait to get the deal done but I’m here now and I’m ready to work.
“Arsenal want me to get a bit of experience under my belt and I’m happy to do that. I’m still young and there’s plenty of time for me to develop.”
