Rovers goalkeeper Steve Phillips did well to keep out a fierce David Foley shot just before the break and denied the same opponent with another good stop in the 57th minute.
Hartlepool goalkeeper Arran Lee-Barrett also made a contribution, saving a 35th-minute header from Rickie Lambert and a fizzing volley from substitute Andy Williams after 73 minutes.
But neither attack could create much on an uneven playing surface which made ball control difficult.
Rovers did come close, but Craig Disley’s header was cleared off the line by a combination of Jamie McCunnie and Joel Porter.
The home side still have games in hand but are not yet certain of avoiding a relegation battle.
