Shrewsbury boss Graham Turner has expressed his delight at the double capture of Luke Summerfield and Rob Purdie.
Summerfield turned down a new deal at Cheltenham, while Purdie quit relegated Hereford to make the step up to League One.
"Luke started his career with a bang, playing in the Championship with Plymouth. It looked as if he was going to be an outstanding young player," Turner told the club's official website.
"He's a central midfielder with a good range of passing and he's got an eye for goal as well. That probably completes my trio in there with Matt Richards and Asa Hall.
"Rob Purdie is a player I've known for a long time. He can play the game and the great bonus of Rob coming into the club is his versatility.
"He can play in five or six positions and sometimes if a squad is going to be fairly small with 21 or 22 players you need players who can play in a variety of positions."
