The 29-year-old enjoyed a loan spell with Stanley last season having also played for the club in the Conference in 2005-06.
Barry was released by Forest Green at the end of the last campaign and is delighted to be back at the Sky Bet League 2 club.
“I am made up to be back,” he told Accrington’s official website. “It’s been a long summer sorting everything out.
“At some stages I didn’t think I would be coming back here, I thought I would be back there but we finally got it done.
“I spoke to a few other clubs but I wanted to come back here as I felt I hadn’t shown anyone really what I could do.”
