Chinese club Shanghai Greenland Shenhua have made a £17.8million offer to Chelsea for Willian, with plenty of incentives thrown in too.
The Brazilian only has one year remaining on his current contract and has been tipped to quit Stamford Bridge this summer, with Chelsea only offering short-term deals to players over the age of 30.
Spanish giants Barcelona are believed to have shown an initial interest, but UOL Esporte reports that Shenhua are the team making the biggest effort to land the experienced star.
The report states that the CSL side have submitted a £17.8m offer that was well received by Chelsea, who are prepared to cash in on the forward despite being banned from signing players for the next two transfer windows.
Shenhua have also offered Willian a three-year contract worth a whopping £12m-a-year, which would represent a marked increase on his current salary and the terms that Chelsea are prepared to offer if he signs a new deal in west London.
There would also be various clauses involved, including an £800,000 bonus for winning the Chinese Super League, a rented flat and two chauffer driven cars.
However, UOL adds that Willian has declined the offer to join Shenhua and is not interested in relocating his family to Asia.
It is believed that the attacker is currently in talks with Chelsea over a new two-year contract that would keep him at the club until 2021, although he is still keeping his options open.
