James, who was not involved under Frank Lampard towards the start of the season due to an ankle injury, has since been promoted to the first team by the Blues boss and has impressed.
The 19-year-old defender is yet to feature in the Premier League but he scored once and assisted another in the 7-2 EFL Cup win over Grimsby last month before playing 67 minutes in the Champions League against Lille.
According to Football Insider, Leeds eye James as a potential loan signing in January but only if he drops out of the first team at Stamford Bridge.
In the long term, sporting director Victor Orta reportedly wants to keep an eye on how the defender develops as a summer move for the defender could also be an option if the Whites are promoted.
Such a method has paid dividends in the past, with Orta previously revealing that he was tracking Brighton centre-back Ben White before signing him on loan earlier this summer.
