Yes, they should cap the wages of apprentices if they can find a way which clubs have to adhere to.
No point if certain clubs either:
1. use secondary clubs to pay extra wages (City with Mancini)
2. pay signing on fees not covered by wage rule
3. pay x in wages and y in image rights
4. pay x in wages and y in bonuses
5 pay x in wages and y for ‘consultation’ work.
6. pay parents instead
The cap will need to be the total sum a player under the age of x can earn from all football related work – including sponsorship from third parties related to the football club.
